Agree with means “to be in accord with (another)”; agree to, “to acquiesce in (usually the performance or specifications of something).” Agree on refers to the subject of the agreement: One agrees with something on a certain settlement.

E.g., “Plaintiff agreed with defendant on the contractual provisions relating to time of delivery.”
