The old “rule” that between refers to two things and among to more than two is not quite right – never has been.
The distinction is the relationship between or among the various things.
If it’s distinctly one-to-one, use between even if there are more than two in total:
- personal bonds between senators
If it’s collective, use among:
- consensus among senators
