Ghost detainee refers to a person held in a detention center. The person’s identity is hidden by the U.S. Government by unregistering them and thus keeping them anonymous. This practice of ghosting achieved attention for the first time in 2004 when Washington Post broke a story suggesting that the U.S. Army and the Central Intelligence Agency were detaining “unlawful enemy combatants” at the Abu Ghraib prison in Iraq with little or no due process.
